ID 245977 - When using the TowBrush, the selection can not be immediately modified using the Warp tool.

Problem summary
When making a selection with the TowBrush, the selected paint can not be immediately modified using the Warp tool. The TowBrush selection needs to be moved a bit first in order for the Warp tool to work properly.

Steps to reproduce

1) Paint on a layer

2) Make a selection using the TowBrush. The selection is on the Paint Buffer at this moment.

3) Apply to Warp tool to modify the paint. The Warp tool do not work.

4) Repeat the above but this time, move the TowBrush selection a little bit  and then apply the Warp tool. It works correctly

Expected behaviour
After selecting paint with the TowBrush, the user should be able to modify it with a Warp tool right away, without moving the TowBrush selection.

Actual behaviour
The TowBrush selection must be moved a bit for the Warp tool to work correctly.
