Steps to reproduce
1) Open Example Head
2) Import an image into your Image Manager (view > palettes > image manager)
3) Drag the image into your paint buffer
4) From the Paint Through tool menu, select 'Scale Lock'.
5) Attempt to scale and transform the Paint Through image. Note that the scale is adjustable.
6) Turn off 'Scale Lock'
7) Attempt to scale and transform again. The behaviour is the same regardless.

Expected behaviour
As in other applications such as Adobe Photoshop, locking the scale of an image should mean that transformations can only be made whilst retaining the scale.
Actual behaviour
'Scale Lock' made no impact on the transformation or scalability of the paint through image.
