ID 242006 - Shortcuts not being preserved on restart

Problem summary
When modifying shortcuts, mari can default on hard coded values

Steps to reproduce

1) Launch Mari 3.1v3

2) Go to Edit>Shortucts

3) Set brush radius to r and left click

4) Save
5) Re launch Mari

Expected behaviour
For mari to preserve my shortcut preference

Actual behaviour
Lost my shortcut on restart
