Problem summary
In Nuke 8.0 and earlier, clicking on the pane menu and selecting "New Viewer" would add a viewer in the pane that you clicked on. In Nuke 9.0v1 and later, selecting New Comp Viewer (as the item is called) adds a new Viewer in whichever pane a viewer was last moved to.

Steps to reproduce
1. Launch Nuke 9.0v1 or above
2. Click on the pane menu next to the Node Graph or the Properties bin and click on Windows > New Comp Viewer
Result: A new comp viewer opens in the same pane as the original viewer pane, not the pane where you clicked to add it.
3. Open Nuke8.0v7 or earlier
4. Repeat step 2 (the option was called New Viewer)
Result: The New viewer opens in whichever pane you chose
