ID 150512 - Write - render order not working as doing a file check before render

customer request.

customer tried to use the Write's render order parameter to accomplish this;

testing here with 5.1v2 showed Read file not existing even though the Write before it was ordered earlier that the Write after it.

Engineering confirmed that they can't expect it to work this way at present.
