Problem summary
Windows OS resizing of panels results in the panel having multiple instances showing and overlapping in the GUI (similar to the solitaire effect)

Customer reported version
nuke.10.0v5

Customer reported platform
windows7

Steps to reproduce
1. Open Nuke
2. Import footage
3. Play footage
4. Try to resize a panel
Result: playback slows down and the panel has multiple instances showing overlapping in the GUI

Workaround
Unknown.

Reproduced by support
Windows 8:
Nuke 10.5v1
Nuke 10.0v5
Nuke 9.0v8
Nuke 8.0v7

Not reproducible on OSX 10.11.3
Nuke 10.5v1
Nuke 8.0v6

Expected behaviour
Panel to resize without GUI instancing errors.

Actual behaviour
Panel resizing generates multiple instances showing and overlapping in the GUI (similar to the solitaire effect).
This is possibly a Windows OS issue rather than Nuke specific as it happens with other software and seems related to the use of openGL.
