Problem summary
Ctrl + Numpad up (8)/ Numpad down (2) or Alt+. and Alt+, no longer move track items above the second video track

Steps to reproduce
1) Open NukeStudio 10.5
2) Import footage and add it to a new sequence
3) Select the track item and press Ctrl + Numpad up (8) repeatedly, it will move up to track 2 and create track 3, but go no further.
Workaround
Use a Nuke 10.0 build

This problem has been reproduced on:
Nuke 10.5v2 - Windows 10
Nuke 10.5v1 - Windows 10 - CentOS 7 - MacOSX 10.12
This was not a problem on:
Nuke 10.0v5 - Windows 10 - CentOS 7 - MacOSX 10.12
Nuke 10.0v1 - Windows 10
Expected behaviour
For track items to be moved in the same way as they were in Nuke 10.0
Actual behaviour
Track items will move up to track 2 and create track 3, but go no further. If dragged to a higher track, then then they will jump down to track 1/2 when using Ctrl + up/down
