Problem summary
Localized clip in bin fails to update when source file changes

Steps to reproduce
1) Open Nuke Studio
2) Import clip from a network location
3) Right click clip and set Localization Policy > On
(clip will localize and have orange bar over it)
4) Drag clip to timeline
5) From a different user/machine in Nuke re-render the clip to the network location
with a visually distinct difference (Grade > blackpoint & whitepoint are easy)
6) Back in the original in Studio right click the clip on the timeline and set Clip > Refresh Clips

Expected behaviour
Localized clip would automatically update, since the Localization policy was 'on'
Actual behaviour
Localized clip did not automatically update
Note: if you right click the clip in the bin and turn localization policy off, it updates immediately
