Problem summary
Flix sends wrong panel timing to Avid when publishing from Flix to Avid, then Avid to Flix, then back again to Avid.

Steps to reproduce
1) Create a Flix sequence with one panel of duration 11 frames.
2) Publish to Avid, and import the ale into Avid.
3) From Avid, use the List Tool to export back edl and import edl back to Flix.
4) Open the sequence in Flix, create a new panel with duration 11.
5) Click Save.
6) Open the Flix version file in a text editor, notice that original panel has 13 decimal while the new one as 17.
7) Publish the sequence and open the ale file. You will see the original panel has the wrong duration of 10 frames.
