Particle VectorBlur not applied to last frame of a particle's life and causes crash on Windows
Customer reported version
nuke.10.5v1

Steps to reproduce
1. Open Nuke
2. Open customer script
3. View VectorBlur node
4. View Grade node
5. Compare between the two on the same frame
Result: Particles which only have a single frame of life left do not have the vector blur correctly applied, so they appear as a single dot, rather than blurred
