Problem summary
Some manipulators have Annotations to display parameter values, as described in the Katana Online Help on Using Manipulators. The user should be able to toggle these annotations using the Shift+~ keyboard shortcut. However, this doesn't work on Windows.

Steps to reproduce
1) Create a GafferThree with a new light with a spotlight shader.
2) Expand the scene graph and select the light in the Viewer.
3) Activate the Cone Angle Manipulator in the Manipulators menu. You may have to zoom out to see the annotations.
4) Try pressing Shift+~ to toggle the annotations. Nothing happens.
Workaround
Toggle the annotations by clicking Display > Annotations.
