Steps to reproduce

1) Create a short SBP sequence with camera rotations on the panels

2)Export to Flix

3)Publish to Premiere from Flix

4)Add a scale effect to a panel(You don’t need to specify keyframes)

5)Export XML and MOV

6)Use Editorial with As Stills checked to import

7)Once the panels are imported publish to Premiere
