Markers from flix do not show up in timeline or marker tool in some versions of avid

Steps to reproduce

in a clean flix version, import some image files via import drawings.
with markers toggled on, create a few markers
name markers fx01, fx02, etc
save and publish to avid
in editorial gui, to avid, select folder for import and import ale, aafs and markers.txt
in avid, create a new project with ale bin and aaf bin
import aaf's into aaf bin
import ale into ale bin and double click the sort 2 column
select all items in ale bin and option drag to the record monitor
select the newly created sequence in the ale bin and drag to aaf bin
shift select seq and aaf's in aaf bin and relink
double click relinked seq
open marker tool
in lower left, click select import markers
import markers.txt from step 5
double click on any of the markers in the position bar
with relinked seq selected in aaf bin, save project and export ctl via list tool

open marker tool and import markers.txt from import extras folder exported from flix during step 2
load list tool and preview ctl

Expected behaviour

Actual behaviour

imported markers on timeline disappear if user adds marker in avid to sequence
markers show on timeline in the record viewer window but disappear if user using any edit function like adding an effect to a clip
markers do not show in markers tool window or ctl
