Steps to reproduce

1) Open Nuke

2) Create several Nodes

3) Run print nuke.openPanels(), Nuke will print all the panel

4) Float some of the panels

5) Run print nuke.openPanels(), Nuke will print only the non-floating panels

Nuke 10.5v4 - Windows 10 - MacOSX 10.12 - CentOS 6.8
Nuke 10.5v1 - Windows 10
Nuke 10.0v6 - Windows 10
Nuke 10.0v1 - Windows 10
Nuke 9.0v9 - Windows 10
Nuke 9.0v1 - Windows 10
Nuke 8.0v7 - Windows 10 - MacOSX 10.12 - CentOS 6.8

Expected behaviour
For Nuke to list all the panels, floating and non-floating, with the last item in the list is the currently active Node panel.

Actual behaviour
Nuke only returns the non-floating properties panels.
