Problem summary
Launching Nuke 11.0v1 without having installed a previous version of Nuke on Windows results in "error interpreting this plugin"

Steps to reproduce
1) On an installation that has not had a previous version of Nuke installed, install Nuke 11.0v1 Note: If Visual Studio 2010 has been installed by another application, the error may not occur.
2) Launch Nuke
Result: Error interpreting this plugin error.
Workaround
Install Nuke 10.5v5 or older version, then launch 11.
