Problem summary
VectorBlur2 removes pixel information outside of frame format

Steps to reproduce
1) Open Nuke.
2) Select File>open and navigate to the provided script. Open it.
3) View "ShuffleCopy1" in the viewer. Note that the checkerboard continues beyond the frame format.
4) View "VectorBlur2_2" in the viewer. Note that the pattern outside of the frame format has been removed, and the edges of the frame have been extended.

Expected behaviour
Pixel information outside of frame format should be retained, as there can be motion that blurs information outside of the frame into the frame.
Actual behaviour
Any pixel information outside of the format frame and inside of the bounding box is removed. The edge of the frame is then extended outwards to the edges of the bounding box.
