Problem summary
When switching renders in the Catalogue to compare differences with the 'Page Up' & 'Page Down' keys, if a rotate manipulator is selected in the Viewer window it will additionally rotate.
This is due to the 'Rotate Manipulators' shortcut in the Viewer tab being assigned to the same hotkeys as the 'Switch Renders' in the Monitor tab.
The 'Rotate Manipulators' shortcut should be disabled if the current window has a separate command for that shortcut.
Steps to reproduce
1. Open the Example Project 'Hello Pony' located in 'Help -> Example Projects'
2. Once the scene is open, expand the Scene Graph.
3. Quickly preview render a few shots with the 'PrmanGlobalStatements' node view active.
3. Head to the viewer tab and select the Horse.
4. While the horse is selected, Press 'e' to display the rotate manipulators.
5. Hover over one of the rotate manipulators and select it. Press 'Page Up' to see it rotate.
6. Hover your mouse over the monitor while the manipulator is still highlighted, press 'Page Up'.
Result: The Horse will rotate in the Monitor view when it should not.

Expected behaviour
Hovering over another window which has the shortcut assigned to a different function should disable the use of the 'Rotate Manipulators' hotkey for the Viewer tab.
Actual behaviour
The object in the Viewer tab will rotate when switching between renders with Page Up / Page Down.
