Problem summary
If you use the Build Track command on a shot multiple times, and each time you set the same "Export root path" directory, empty bins will be created in the Project tab.

Steps to reproduce
1) Import test footage into Heiro. Drag this footage onto the Timeline to create a new shot.
2) Select the shot, then right-click > Build Track > From Export Structure.
3) In the "Build Track From Export Structure" window, give the new track a name in the Track Name field (i.e Track 1).
4) Set a directory in the {projectroot} field. Click "Build" to create the track.
5) In the Project tab you should see a new bin appear with your track name, containing the shot within.
6) Select the same shot in the Timeline and run the Build Track command again. Make sure you set the same directory in the {projectroot} field. Give the new track a new name (i.e. Track 2).
7) In the Project tab, a new bin will appear with your Track Name, however, this will be empty.
Workaround
- Set a different directory in the {projectroot} field when creating the Track.

Expected behaviour
Hiero should either:
- Fail to create an empty bin in the Project tab.
- Warn the user that there is already an existing Track built from the selected shot, and offer them the choice to override the existing bin.
Actual behaviour
Empty bins will be created in the Project tab when using the Build Track command multiple times on tracks sharing a "Export root path" directory.
