Right Click > Add a New Layer no longer works in floating palettes

Steps to reproduce
Case 1:
1) Open Example Head
2) Open the main Layerstack in the Main Layer Palette.
3) To any Layer in the Layerstack add a mask stack
4) Open the Mask stack, drag it into the viewport and pin it
5) Right Mouse Click in the Mask Stack > Add a New Layer
Note: Observe that the new Layer gets added to the MAIN Layer Stack. Not the Mask stack
Case 2:
1) Open Example Head.
2) Select a Channel
3) Spawn a different Channel's Layerstack than the selected one via the Layerstack icon in the channel list
4) Pin the newly spawned Layerstack
5) Right Click > Add a New Layer
Note: Observe that the new Layer gets added to the selected channel. Not the spawned Layerstack of the other channel
Workaround
You will need to dock the palette in order to have this action work correctly
