Problem summary
Pack UV tool does not produce correctly oriented UVs when set to "Horizontal."

Steps to reproduce
1) Open Modo.
2) Select File>Open and load the attached scene.
3) Select the UV layout from the top bar.
4) Set the "Map" combo box in the top left to "Texture" If it is not set already.
5) Click "Pack..." from the Align and Pack tools on the left.
6) Choose "Horizontal" under the direction dropdown in the resulting window, then click "OK." Result: The UV map is packed vertically.
Workaround
Check the "Based on Bounding Box" option during step 6, however, this does not always work depending on the UV.
