ID 354696 - Default Item List selection overrides user set Pick Walk selection settings.

Problem summary
The default selection setting for navigating the Item List via key arrows overrides the Pick Walk selection setting in the Assembly tab.

Steps to reproduce

1) Create several Locators under a Root Locator in the Item List. 

2) Select the Locator at the bottom of the hierarchy and in the Properties panel, change to the Assembly tab.

3) Under the Selection section, set the Pick Walk Up setting to "Root". Now, pressing the up arrow key will jump from the bottom of the hierarchy to the top. Clicking down will return to the bottom.

4) Now, select a different Locator, then re-select the bottom Locator. You will see that the Pick Walk Up setting is still set, but pressing the up arrow now will move one item layer up, meaning the selection behaviour return has returned to default.
