Properties panel scrolls when hovering over the UI.

Steps to reproduce
1) Create ColorCorrect and a Grade node
2) Ctrl + ~ from the gain knob of the Grade node to any knob on the ColorCorrect
3) Move mouse to the bottom of the properties panel, it now always autoscrolls

Expected behaviour
Properties panel should not scroll without mouse-wheel interaction or by scrolling with the scrollbar.
Actual behaviour
The properties panel scrolls when hovering over the panel at the top or bottom.
