Problem summary
Ruler tool does not snap despite snapping being enabled by default. When the ruler tool is accessed, snapping becomes enabled. However, moving the tool handles to a vertex (vertex snapping is the default snapping option) does not snap the handle to the vertex.

Steps to reproduce
1) Launch Modo.
2) Hold "Ctrl" and click the cube tool to create a unit cube.
3) Select View>Ruler tool. Note that snapping is enabled at the top of the viewport.
4) Click and drag one of the Ruler handles over on of the vertices of the cube created in step 2.
Result: The handle does not snap to the vertex.
5) Press "f11" or click the Snapping option in the tool properties to reveal the snapping popover.
6) Toggle the Vertex option off and back on.
7) Click and drag one of the Ruler handles over on of the vertices of the cube created in step 2. Result: The handle now snaps to the vertex.
Workaround
Turn snapping off and on via the snapping button at the top of the viewport, or by toggling an option in the snapping popover.

Expected behaviour
As snapping is enabled when the tool is accessed, the handles should snap according to the settings set in the Snapping popover.
Actual behaviour
Despite snapping being enabled, the handles do not snap to the geometry.
