Problem summary
On Windows 7, Viewport Texture assets aren't loaded correctly:

Steps to reproduce
1) Launch Modo 12.1v2 in Safe Mode on a Windows 7 machine.
2) In the 3D Viewport, select the 'Viewport Textures' icon.
3) The Asset folders (Environments, Matcaps, UV Textures) will be empty; the assets haven't loaded.
4) Select Matcaps to open the Matcaps preset browser window. In the drop down menu, click '(add path)'. Enter the following path to force load the assets into the browser UI:
C:\Program Files\Foundry\Modo\12.1v2\extra\scripts\Modo_Content\Assets\Matcaps
5) The matcap texture assets will now be visible, but they will not load into the scene correctly. Adding one will add an image to the scene, rather than updating the scene in the 3D Viewport as intended.

Expected behaviour
Assets should be loaded into the Viewport Texture Preset Browser on launch. Double-clicking an asset should update the 3D Viewport accordingly.
Actual behaviour
Assets aren't loaded correctly; adding the asset to the scene doesn't work correctly.
