Problem summary When on "Frame 1" within Nuke's Viewer, the keyboard shortcuts to increment frames no longer function.
The following shortcuts do not respond:
Alt+Right Arrow - Next keyframe Alt+Left Arrow - Previous keyframe
Ctrl+Left Arrow - Move playhead backward by 1/2 the distance from the playhead to the next keyframe (or in/out point of there's no keyframes. Each strike recalculates the distance. Ctrl+Right Arrow - Move playhead backward by 1/2 the distance from the playhead to the next keyframe (or in/out point of there's no keyframes. Each strike recalculates the distance.
Shift+Left Arrow - Move playhead to the left incrementally by the amount specified in the skip frames control Shift+Right Arrow - Moves playhead to the right incrementally by the amount specified in the skip frames control
Shift+NUM Left/Right - Nudge frames backward or forwards by the amount specified in the skip frames control
Setting the frame to any other number, will allow the shortcuts to work as expected.

Customer reported version nuke.11.2v4
Customer reported platform windows10
Steps to reproduce
1) Open Nuke, Create a ColorWheel node
2) Click into the Viewer on "Frame 50" and test the keyboard shortcuts provided above.
This should display the keyboard shortcuts working correctly.
3) Now do the same except test from "Frame 1".
Result: The keyboard shortcuts do not increment the frames.
Workaround Set your footage to start on a different frame, most larger studio facilities use "Frame 1001" as a standard point, so it is a generally recommended choice.
