Problem summary
The move or scale transform handles of procedural primitives are not respecting the snapping settings.
If the primitive is not a procedural one, the snapping settings work as expected.

Steps to reproduce
1) Open Modo
2) Turn Snapping on
3) Press Alt, go into the Snapping Options and check Grid
4) Create a procedural Cube using the Mesh Operations
5) Move the transform handles
5) Result: the transform handles on the procedural Cube are represented as pluses, however they do not snap on grid as expected
