ID 331707 - In some scenes the snapping reticle will disappear when moving a transform handle

In some scenes and in some axis, the snapping reticle will disappear when moving a transform reticle (though the snapping point indicator and transform handles will remain visible). This seems to correlate with zooming in from a distance.

Attached is a video of the behavior, showing first the reticle disappearing, then the reticle working properly.

Steps to reproduce

To accurately match the angles/directions, please see the attached video.
1. Open the attached scene.
2. Select "Issues in +Z (harder)" then press "f" to frame the viewer on the the mesh.
3. Switch to polygon select mode by pressing "3" and select the top three faces of the mesh.
4. Zoom out until the mesh is relatively small on the screen.
5. rotate the camera until the other meshes are behind the selected mesh.
6. Move the camera to reset its zoom transforms.
7. Switch to the move tool by pressing "w." The top 3 faces should still be selected.
8. Zoom in on the mesh. Notice that the transform handles shrink. When fairly close to the mesh, the handles should be tiny but usable. The camera should be roughly parallel with the Z axis, and almost perpendicular to the X axis.
9. enable snapping.
10. Move the Y axis handle, observing the cursor. It should initially transform into a targeting reticle, then disappear.
Result: The mouse cursor/reticle is gone, but the handle and snapping point remain.
11. Move the camera slightly to reset the zoom level, then rotate the camera slightly.
12. Move the handles again.
Result: the reticle remains visible.

Workaround

adjust the camera angle and position until the cursor reappears.
