Problem summary
Using the Stretch Hair tool with a large brush causes the hair guides to stretch non-uniformly

Steps to reproduce
1) Open Modo
2) Create a Sphere
3) Select some polygons on the Sphere, and create a new Material from the selection
4) In the Shading Tree, select the newly created Material, and Add Layer>Fur Material
5) With the polygons still selected, go to the Brush>Hair Tools panel, press Create Guides, and create the hair guides of a reasonable length
6) Deselect the polygons
7) Select the Stretch tool, and increase the Offset to 100% and increase the size of the brush
8) Paint on the Sphere to increase the guide length, some of the guides will not stretched uniformly, as shown below:

Workaround
Using a smaller brush size or smaller offset size seem to help reduce the issue, but may not correct it completely
