ID 380889 - Duplicated copies of the "Modo" layout gets corrupted when toggling the visibility of the viewports in each duplicated layout

​Problem summary
Duplicated copies of the "Modo" layout gets corrupted when toggling the visibility of the viewports in each duplicated layout. 

The original "Modo" layout can also become corrupted. However, this behaviour is inconsistent and happens when switching from the duplicate to the original layout.

If the new layout is exported in a CFG file and then imported into Modo, the toolbar icons in the top-left corner can be clicked but doesn't switch to any toolbars.

Steps to reproduce

1) Open Modo and have the default "Modo" layout open. 

2) Click on the "+" icon next to the right of the Layout tabs to open the "New Layout" dialog. 

3) In the dialog, give the new layout a name and enable the "As Copy Of Current Layout" option.

4) Switch to the new layout that now contains the content of the "Modo" layout. 

5) In the new layout, enable the visibility for all of the viewports by clicking on the type of icon that is shown in the image below.

6) Now all of the icons to toggle the viewports are disabled and can't be enabled again. When opening the Popover Forms for each of the viewports, all of the options are also disabled. The current layout is now corrupted where all of the viewports have been merged into a single window in the image below.

Earliest version tested
Modo 12.1v1 - Windows 10 - MacOSX 10.13 - CentOS 7 - This feature did not exist before this version. 

Note: The new Modo layout was first added in Modo 12.1v1. 

Expected behaviour
Duplicated copies of the "Modo" layout should not be corrupted with disabled viewports that can't be opened. 

Actual behaviour
Any duplicated copies of the "Modo" layout becomes corrupted when toggling the visibility of the viewports in each duplicated layout.
