Problem summary
Topology Pen "Fill" mode behaves inconsistently.

Steps to reproduce
1) Open Modo.
2) Select File > Open and open the attached scene.
3) Select Viewports > Topology.
4) Select "Retopo" and rotate the camera to where the face is visible.
5) Select the Topology Toolbar on the left, then enable the "Topology Pen" tool.
6) Press "K" to reveal the tool properties. Select "Fill" From the Mode selection.
7) Press "O" to reveal the viewport preferences menu. Set "Show Vertices" to "Always" on the "Active Meshes" tab.
8) Three polygons and two rows of vertices should be visible. Try to click between any of the vertices on the upper brow ridge.
Result: Modo will create a face in an unexpected location. Adjusting the range value does not appear to help reduce the issue.

Expected behaviour
Fill should create a face in the middle of a group of vertices.
Actual behaviour
Fill will inconsistently detect vertices and attempt to connect vertices to existing polygons rather than local vertices that are detached.
