The two arrow icons in the Tool HUD to collapse/expand tools that have been recently used and added are not displaying.

Steps to reproduce

1) Open Modo. 

2) Use "Ctrl + Tab" to open the Tool HUD. 

3) In the Tool HUD, the two arrow icons that can collapse/expand the recently used and added tools are not displaying.

Modo 12.2v1 - Windows 10 - CentOS 7 - MacOSX 10.14 
Modo 12.1v2 - Windows 10 - CentOS 7 - MacOSX 10.14  
Modo 12.1v1 - Windows 10 - CentOS 7 - MacOSX 10.14 - regression 

Unable to reproduce bug in:
Modo 12.0v1 - Windows 10 - CentOS 7 - MacOSX 10.14 

Earliest version tested
Modo 12.0v1 - This issue no longer appears in this version and has regressed.

Expected behaviour
In the Tool HUD, there should be two arrow icons to collapse/expand tools that have been recently used and added to the HUD. 

Actual behaviour
The two arrow icons to collapse/expand tools are not displaying in the Tool HUD.
