Problem summary
When using the keyboard shortcut "Ctrl + Tab" to open the Tool HUD, the HUD closes each time a tool is added to or removed from the HUD.

Steps to reproduce
1) Open Modo.
2) Use the keyboard shortcut "Ctrl + Tab" to open the Tool HUD.
3) In the Tool HUD, remove or add any tools and now the HUD gets closed each time.
4) Press "O" to open the 3D Viewport Properties and go to the HUD tab. Notice that the "Show Viewport HUD" option has been disabled without using the shortcut.
Workaround
Enable the "Show Viewport HUD" option in the HUB tab of the 3D Viewport Properties or move the HUD around after opening it with "Ctrl + Tab".

Expected behaviour
The Tool HUD should not close each time a tool is added or removed after using the keyboard shortcut "Ctrl + Tab" to open the HUD.
