Problem summary
When using the Pack UVs tool the UV islands are scaled up even if Stretch is disabled.

Steps to reproduce
1) Create a Cube mesh, and select all of the edges on the Cube.

.


4) Keep all the default values and then left-click in the UV viewport to update the UV islands, they should look like the UV islands shown above.
5) Press Q to drop the Unwrap tool, then select Pack... make sure Stretch is disabled and press OK.
6) You will notice the UV islands have been scaled up even though Stretch was disabled.

Expected behaviour
The packed UV islands should retain their original size when Stretch is disabled.
Actual behaviour
When packing the UV islands they are scaled up.
Workaround
Unknown.
