ID 388023 - Tooltips don't display and are sometimes slow to appear

Problem summary
Tooltips don't display when hovering over buttons of the main Flix interface. 

They can also take a few seconds longer than expected to display.

Steps to reproduce

1) Open the Flix client and load or create a new revision via Show > Sequence > Revision

2) Hover over any of the action buttons available in the main interface

Expected behaviour
When hovering over a button of the UI, its expected that a tooltip will appear defining its usage almost instantly (within 250ms)

Actual behaviour
Dependant on which part of the button you hover over, the tooltip does not display.

You have to hover over the centre of the button to ensure that it does appear, the entire buttons surface does not seem to be taken into account.
