Steps to reproduce

1) Download and open the attached scene.

2) Add the Kitchen environment light from the Presets browser.

3) Press the F9 key to render the scene, notice that the render from 13.1v1 contains more noise than the render from 13.0v1.

Expected behaviour

Both renders should contains the same amount of noise.

Actual behaviour
The render from 13.1v1 contains more noise than the render from 13.0v1

13.0v1 - This issue doesn't appear in this version and has regressed.
