Customer reported version

Customer reported platform
10.14

Steps to reproduce

1) Open Nuke Studio with a machine with a monitor out card

2) Import some footage and view it in the sequence Viewer

3) Enable monitor out by going to Window>Monitor Output and select the monitor out card

4) Enable video legal ranges in the Monitor Output panel, and check the scope on the monitor out display, everything should be within legal ranges:

5) In the sequence Viewer, enable the title safe and action safe overlays, and set the frame masking to full and square. The output now goes beyond the legal ranges:

Expected behaviour
For the elements generated the sequence Viewer to conform to legal ranges with monitor out.

Actual behaviour
The overlays such as title safe and action safe go above the video legal ranges and the frame masking goes below the video legal ranges

Workaround
Use A/B mode in the monitor out View Selection
