Problem summary
Hiero / Nuke Studio sequence Viewer elements, overlays and masks, ignore monitor out legal video ranges when enabled in the monitor output settings

Steps to reproduce
1) Open Nuke Studio with a machine with a monitor out card
2) Import some footage and view it in the sequence Viewer
3) Enable monitor out by going to Window>Monitor Output and select the monitor out card
4) Enable video legal ranges in the Monitor Output panel, and check the scope on the monitor out display, everything should be within legal ranges:


Nuke 11.3v1 - Windows 10
Nuke 11.2v1 - Windows 10
Nuke 11.1v1 - Windows 10
Nuke 11.0v1 - Windows 10
Nuke 10.5v1 - Windows 10
Nuke 10.0v6 - Windows 10 - CentOS 7.4 - Regression
Unable to reproduce bug in:
Nuke 10.0v5 - Windows 10 - CentOS 7.4
Earliest version tested
Nuke 10.0v6 - This issue no longer appears in this version and has regressed
