Problem summary
Using the Extend Edges tool with Local enabled and Work Plane turned on produces incorrect results.

Steps to reproduce
1) Download and open the attached scene file.
2) Make the Strip_base mesh visible.
3) While in Edges mode select the edges along one side of the mesh and select Edge>Extend.
4) Enable Local and make sure Work Plane is disabled.
5) Notice how the edges extend, undo this and then select Work Plane>Align Work Plane to Selection
6) Select Edge>Extend again and make sure that Local is enabled, notice how the edges extend incorrectly.
Expected behaviour
The Edge Extend should be the same when Work Plane is enabled or disabled.
Actual behaviour
The Edge Extend produces a different result when Work Plane is enabled or disabled.
Workaround
Unknown.
