Problem summary In the NetworkMaterialCreate context, when nodes are on top of each other, dragging may not work if the clicked part of the top node is over a port on the bottom node.

Steps to reproduce
Inside the NetworkMaterialCreate context, create two shading nodes.
Dragging one shading node on top of the other.
Let go and click on the top node roughly where there is a port on the node underneath. Notice: The top node can't be dragged and must be clicked somewhere else on the node.
Expected behavior The top node can be dragged.
Actual behavior The top node can't be dragged.
Workaround Try and drag the node at a different click point or drag the bottom node instead.
Reproduced by support This bug has been reproduced in: Katana 3.2v1 - CentOS 7, Windows 10
Earliest version tested Katana 3.2v1 - The NetworkMaterialCreate node did not exist before this version.
