Notice: python27.dll exists, but not python27.lib

Expected behavior
The python27.lib file should be included in Katana3.2v1/bin on Windows.

Actual behavior
The python27.lib file is not included in Katana3.2v1/bin on Windows.

Workaround
No known workaround.

Katana 3.2v1 - Windows 10 - Affected
Katana 3.1v5 - Windows 10 - Unaffected

Earliest version tested
Katana 3.1v5 - This issue no longer appears in this version and has regressed
