Problem summary
The Node Graph tab's MMB panning is disabled when setting nodegraph/allowKeylessTabletInteraction to "No" in the Preferences dialog (Ctrl+,).
Affects both regular mouse and Wacom tablets.

Steps to reproduce
1) Access Preferences by either Ctrl+, or by selecting Edit>Preferences in the top menu bar
2) Set the nodegraph/allowKeylessTabletInteraction setting to "No" and click "OK"
3) Create any node.
4) Try and pan with MMB in the Node Graph tab.
Expected behavior
MMB drag enables panning.
Actual behavior
MMB drag does nothing.
Workaround
No known workaround.
