On Windows when the crash reporter is prompted, if you choose to upload the crash report the window can't be moved or minimised until the upload is complete.

Steps to reproduce

1. Make modo crash (use the command debug.crash) and send a crash report
2. Try to minimize or move the crash reporter window while it's sending
