UV Pack Procedural creates overlapping UVs in some instances.

In the attached file the UV Pack produces overlapping UVs when the circle is excluded from the packing. If the circle is included this overlapping problem doesn't occur.

Steps to reproduce

1) Download and open the attached scene.
2) Go to the UV layout and set the UV to Texture. Notice that some of the UVs are overlapping.

3) Go to the Setup layout and disable the Select By Index operation. Notice that when the circle is included in the packing no overlapping UVs are produced.

Expected behaviour

The UV Pack operation should produce packed UVs without any overlapping.

Actual behaviour
The UV Pack operation is producing overlapping UVs.
