Problem summary
The green bar remains when no Localized files are present on a script.

Steps to reproduce
1) In Nuke, open Edit>Preferences...>Localization and create a localized path, then press OK.
2) Read in a file from the localized path.
3) Observe the green bar after localization occurs.
4) Open the localization path to remove/clear any localized files.
5) Refresh the Node Graph and observe the green bar still on the Read file.
Expected behavior
The green localization bar should be removed when the localized files are not available.
Actual behavior
The green bar remains present on non-localized Read nodes.
Workaround
Setting the Read node's localization policy to Off or On Demand removes the green bar.
