ID 407251 - Nodes in the legacy Node Graph context can be dragged outside of the Node Graph tab's borders

Problem summary
Nodes in the legacy Node Graph context can be dragged outside of the Node Graph tab's borders. This does not apply to floating nodes. This behaviour is not consistent with the NetworkMaterialCreate context which prevents all nodes from being dragged outside of the borders.

Attempting to drop the node outside of the borders will cause the node to float. When the mouse is brought back over the Node Graph tab, the floating node will snap to the mouse's position.

Steps to reproduce
1) Create a Material node in the Node Graph.

2) Drag the node outside of the scene graph's border and drop it.

Expected behaviour
The node will behave the same as when used in the NetworkMaterialCreate and slides along the side of the Node Graph tab's borders or the node will be placed off-screen where the user clicked.

Actual behaviour
Attempting to drop the node outside of the borders will cause the node to float. When the mouse is brought back over the Node Graph tab, the floating node will snap to the mouse's position until the user clicks within the Node Graph tab's border
