ID 411877 - [S] Panels duplicated in Avid will be considered new in subsequent publish

Problem summary
Duplicating a panel in editorial, sending the sequence to Flix, then sending it back untouched to editorial makes the duplicated panel appear as "new" in editorial software

Steps to reproduce
1. Create 5 panels in Flix in a new Sequence: IDs for these panels will be 1, 2, 3, 4 and 5
2. Publish the Sequence to Avid
3. In Editorial, duplicate panel 2. You now have two instances of panel 2 in your edit: 1, 2, 2, 3, 4, 5
4. Import this back into Flix
5. Panels in the new Sequence Revision are now 1, 2, 6, 3, 4, 5 (6 being the duplicate of panel 2)
6. Publish this Sequence back to the same Avid project
7. The duplicated panel will appear as "new" in Editorial
 
Expected behavior:
Panel duplicated in Editorial in the first place is not considered "new" when sent back to Editorial from Flix
 
Actual behavior:
Panel 6 is considered "new" in Editorial even though it comes from there
