ID 294564 - Viewport manipulation bypasses channel locks

Camera moves in the viewport when all channels are locked.

Steps to reproduce
1) Open Modo and create a camera.
2) Lock all of the camera's transform channels and select the camera view in the viewport.
3) Scroll the mouse wheel forwards and backwards, notice that the camera moves when it shouldn't and that the position channels are not affected.
Expected behaviour
The camera should be locked and should not move.
Actual behaviour
The camera moves even though the transform channels have been locked.
Workaround
Unknown.
