Problem summary
The Alt+Right-click+drag function Rotates instead of Panning while the Camera is locked in the 3D Viewer.

Steps to reproduce
1) From Nuke, place the mouse in the Viewer and press Tab to switch to 3D view.
2) Click the Create Camera button to generate a camera for the position.
3) Lock the Camera with the Camera Lock button next to it.
4) In the 3D Viewer, Hold Alt and left-click the mouse to pan the camera, observing behavior.
5) Hold Alt and Right-click and drag the mouse, observing the behavior.
Expected behavior
The Viewer should pan as if it was the same as a Alt+Left-click+drag.
Actual behavior
The Viewer will Rotate as if pressing Ctrl+Left-Click+drag.
Workaround
Using Alt+Left-click+drag seems to work without issue.
