Problem summary By default the 'temporal processing' option within the Denoise node is disabled and not selectable when there is no motion input.
As the current Denoise node in Nuke 11/12 can generate vector information, this option should be available without a motion input.
Note: This issue only occurs in Nuke 11.3 releases and later with the creation on the new Denoise (Denoise3) node.

Steps to reproduce
1) Open a new nuke session in Nuke 11.3 or later
2) Create a Checkerboard node
3) Create a Denoise node, using the Checkerboard node as the source image
4) View the temporal processing option in the preferences Result: temporal processing option is disabled and not selectable
Expected behaviour As the Denoise node has the option to generate its own vector information, the temporal processing option should not require a motion input
Actual behaviour The Denoise node requires an external motion input to use temporal processing
Workaround At this point in time, a motion input is required to use the temporal processing in a Denoise node.

Earliest version tested Nuke 11.2v6 - The Denoise node was re-written for Nuke 11.3 releases and works correctly before then.
