Steps to reproduce

1) Open Modo and go to the Paint layout.

2) Select the Particle Tools tab.

3) Press the F1 key and select the Particle Paint tool, a Help Error window will appear.

Expected behaviour
The Particle Paint Tool help page should be opened.

Actual behaviour
An error message appears.

Workaround
Unknown.
