Problem summary Black render artifacts/NaNs in certain scenes on Windows

Steps to reproduce 1) Open Modo. 2) Select File > Open and open the provided scene. 3) Press "F9" to render the scene. Result: Black artifacts in the render.
Expected behaviour The render should not contain artifacts/NaNs.
Actual behaviour The render contains black dots/speckles/artifacts.
Workaround Unknown.
Reproduced by support This bug has been reproduced in: 13.2v1 - Windows 10 13.1v1 - Windows 10
Unable to reproduce bug in: 13.2v1 - OSX 10.14.6, Centos 7 13.0v1 - Windows 10
Earliest version tested 13.0v1 - Windows 10 - This issue doesn't appear in this version and has regressed
